I like the notion of budgeting for failure, having permission to experiment.
I also appreciate the advice to lighten up on people.

My senior minister has often mentionned in a leaders' context about creating an environment where we are allowed to fail. It's obviously not what we aim for but it's important that it's OK to. As with so many things, the theory is easier than the doin of it!
